Does anyone recall what issue it was established in that when you die you go to Heaven or Hell at random, it's not if you're good, it's not if you're bad, and it's in Heaven's best interests to have killers just like Hell if they're going to have armies that are going to fight each other in the Great Final Battle?

The balancing of Heaven / Hell has been discussed in many issues (sometimes with info that contradicts other issues). But I think the first time they discuss the randomization of the process is in issue 50. They then go into a little more detail in issue 65.
