Gabrielle

Angel Director of Terran Affairs. Gabrielle took over the job when Raphaela was called "upstairs" to work in Heaven.

During her tenure she oversaw the creation of the first Redeemer, but her term was cut short after she abused her powers to frame Angela.

She had hated Angela for millennia and used her newfound power to have Angela arrested and framed for high treason. Thanks to the help of Spawn and Angela's friends, the charges against her were dropped, but Gabrielle was charged with perjury and relieved of her duties.

Many years later, Gabrielle reappeared, apparently having resumed a position of power within the corporate side of Heaven. She agreed to a meeting with the Violator to discuss Spawn and his war against the angels and demons on Earth. After pressing Violator to admit that he needed help controlling Spawn, she agreed to send an angelic warrior named Godsend to confront Spawn.

Unfortunately, Gareth mistook Covenant as evil and was not prepared to handle the challenges that came with the necroplasm.

Genghis Khan

There seems to be some disagreement as to the fate of Genghis Khan.

Khan was once mentioned by Spawn to be amongst souls recruited by Heaven for the inevitable war with Hell.

The hellspawn aficianado hellspwn (Chatroom) believed that Khan became a hellspawn himself, and that he eventually transferred his soul to his own grandson Kublai Khan.

He has also been referenced by Max Williams and others to be involved with Bludd's army against Heaven, implying that Khan may have been a vampire.
